First Step is to Hold down the Windows Logo Key and tap the X-key select Run. Type msconfig and press enter. Then, press the Tab key once under the boot tab select safe boot placing a check mark in the box. In the options section select the network radial, apply. Restart the PC.
Second Step is to go into safe mode use the Windows Logo Short-cut from previous step this time type regedit and enter. Go to HKEY_LOCAL_MACHINE click on the arrow to the left to expand click on SYSTEM click on the arrow to the left to expand, left click one time on CONTROLSET001, then right-click one time and select from the drop-down menu Delete. Close Regedit, click on the X on the upper-right hand corner.
If you attempted the previous step and couldn't delete "CONTROLSET001", you have a different issue. Windows messages "access denied", in this scenario proceed to Step 3 below.
Third Step is to Download MCRP.exe click on run to install
Fourth Step is to Create a New Guest Profile simple just right-click on computer and left-click on properties then in Users Profiles, under the Advanced System Settings tab. Go to accounts and click on change account settings for the current guest account to administrator this is a "work around" it's perfect.
It is common in these cases where the administrator account is inaccessible that the Wi-Fi or other hardware may not work properly.
